The three major Czech non-governmental organizations dealing with rights of foreigners Association for Integration and Migration, Organization for Aid to Refugees and Multicultural Centre Prague elaborated a comprehensive analysis on irregular migration, labor market and regularisation under the homonymic title to their common 2-year project „Regularisation as one of the tools in the fight against irregular migration“, financed by funding of the European Social Fund through the Operational Program Human Resources and Employment and the state budget of the Czech Republic. The foreign partner NGOs in the project, namely SOS Racismo –Mugak from Spain and Solidariedade imigrante from Portugal have also considerably contributed to the preparation hereof.
The analysis should provide a compact picture of regularisation measures with a special focus on the examination of situations related to the labour migrants. A comparative study revealing predominantly the situation in Portugal and Spain as the partner countries in the project makes part of the analysis. Moreover, the emphasis is given to the breakdown of key international documents with impact on working migration and evaluation of the situation in the context of European legislation and practice. In its final chapters, the analysis comprises suggestions for concrete legislative changes and other recommendations on how to improve rights of labour migrants in the Czech Republic.
The analysis reflects also the results of the survey executed within the project among a hundred of irregular migrants in the Czech Republic and of the case studies as well as the outcomes from the long-term internship in Portugal at the partner organization and finally, the findings gained during short-term exchanges of personnel between partner organizations in the Czech Republic, Portugal and Spain.
The analysis was presented in detail at the final conference of the project as of 12 April 2011 in the Polish institute Prague where it has also been offered for distribution to the participants of the event. In addition, an English version has been elaborated for the needs of international partners and other co-operating foreign entities.
